Abstract


Regional head elections, partly of process to strengthen and deepening democracy, guarantees citizens’ political rights. Implementation of direct regional head elections is a way to respond to the demands of people's aspirations. Direct regional head election strengthening political participation, returning the election to people's regional representative council (DPRD) is shuting down political participation and than direct regional head elections strengthen a regional heads legitimacy. Gubernatorial election by DPRD, shifts democracy to oligarchic democracy (people's voice is replaced by a small elite). The gubernatorial election by DPRD give the political party which win legislative election benefits, consequently medium level political parties is hard to get gubernatorial position. The government did not change the direct regional head election system, but considering on how to save money on election costs like run the elections simultaneously. Money politics can be reduced if the government provide regulations or apply strict rules and strict sanctions to those who violate the rules. Likewise electoral conflicts tend to be declined from year to year. The direct election of regional heads must be retained, all the weaknesses and shortcomings that should continue to be fixed. Return of election districts to the regional house of representativ is a setback to democracy.
