Abstract

Abstract
This research wants to know how the neutrality of the TNI in the area of Military District
Command 0501 / Central Jakarta-Stand Alone (KODIM 0501 / JP-BS) in the 2019
presidential election from the perspective of political communication. From this research, it
was found that the neutrality of the TNI soldiers from Kodim 0501 / JP-BS was good. There
were no cases of violations of neutrality committed by soldiers of Kodim 0501 / JP-BS
during the 2019 presidential election. To make soldiers maintain neutrality is the ability of all
soldiers to uphold orders and instructions from the TNI Commander regarding TNI's
neutrality in politics. The neutrality of the TNI is very important to be studied, because at the
presidential general election there was a retired officer who advanced to become a
presidential candidate, and there was tested the neutrality of the TNI. Based on the results of
research by conducting interviews, it was found that there was no influence of a retired TNI
officer running for president on the neutrality of TNI soldiers Kodim 0501 / JP-BS.

Abstrak
Penelitian ini ingin mengetahui bagaimana netralitas TNI di wilayah Kodim 0501/Jakarta
Pusat-Berdiri Sendiri (KODIM 0501/JP-BS) pada Pilpres 2019 dari perspektif komunikasi
politik. Dari penelitian ini diketahui bahwa netralitas prajurit TNI dari Kodim 0501/JP-BS
sudah baik. Tidak ada kasus pelanggaran netralitas yang dilakukan prajurit Kodim 0501/JPBS selama Pilpres 2019. Untuk menjaga netralitas prajurit adalah kemampuan seluruh
prajurit untuk menegakkan perintah dan instruksi Panglima TNI tentang netralitas TNI dalam
politik. Netralitas TNI sangat penting untuk dikaji, karena pada pemilihan umum presiden
ada seorang pensiunan perwira yang maju menjadi calon presiden, dan di sana diuji
netralitas TNI. Berdasarkan hasil penelitian dengan melakukan wawancara, ditemukan
bahwa tidak ada pengaruh pensiunan perwira TNI mencalonkan diri sebagai presiden
terhadap netralitas prajurit TNI Kodim 0501/JP-BS.
